It has been recognised the the prevailing discussion on the governance of platform ecosystems may have contributed to global ecosystem instability in alarming ways. The prioritisation of network effects to deliver a popular market share of consumers tends to be a common Feature. This investigation seeks to diagnose causes of instability and define new platform ecosystem boundaries for more stable outcomes. It is understood that this has been achieved through an investigation of ethics, continuous integration processes and operations. This investigation appreciates the differences between the states of Locke and State of Hobbes. The Sovereignty of states and their role in forming civil society are recognised and this platform submits to the necessary assurance regime of a state. However, a significant difference of this platform ecosystem to others is the acknowledgement that a society need also submit to a global Sovereign of State which accounts for the condition of the Earth’s ecosystem. What follows is the use of a Hobbesian Commonwealth Cost of Carbon as an overall quality of life indicator and a Rawlsian process of alarm management. The resulting Commonwealth of Peoples could adopt traditional principles of justice amongst free and democratic peoples without conflict. Complimenters are encouraged to develop their own Features for integration with this ethical Framework. A minimal set of criteria has been identified for complimenters to develop new Features for end-consumers. Although these criteria are not nearly complete at this point of time, it is hoped that they prove a stable enough starting point to generate interest. In operation the platform is to share knowledge in concert with other Professionals to develop mutually assured approaches in Good faith. Licensing of Property is highly permissive to support conditions of fair liberty and equality of opportunity.
