Si l’on voit avec nous dans la liberté personnelle le premier des biens naturels, en tant qu’elle est la condition indispensable et suffisante du seul bien réel, positif, absolu : la bonté, l’excellence morale, le bien, tout court ; on confessera que l’État est un pis-aller, un mal nécessaire, ou pour mieux dire un très grand bien, certainement ; puisque nous tremblons tous à l’idée de passer un quart d’heure sans sa protection dans le voisinage de nos frères ; mais un bien relatif, dont un mal est l’origine ; puisque ce qui se fait sous l’empire de la contrainte ne saurait participer au bien positif, dont le champ se trouve ainsi diminué.
