El Valle del Cauca tiene un gran potencial para ser competitivo, no solo a nivel nacional sino internacional. El acceso al Pacifico, un terreno fértil, una población educada, una infraestructura aceptable y alianzas comerciales (Alianza del Pacifico, tratados de libre comercio con la Unión Europea y Estados Unidos, etc.) generan un ambiente propicio para ser aprovechado. Cabe entonces la pregunta lógica: ¿por qué el Valle del Cauca permanece con unos índices de competitividad tan bajos comparados con otras regiones del país? Basado en datos empíricos cuantitativos, este libro sugiere qué para poder alcanzar niveles aceptables de competitividad, es necesario iniciar un proceso de mejoras continuas a diferentes niveles y en los diversos sectores que componen su economía. Es indispensable impulsar un cambio paradigmático en el pensamiento, no solo de la dirigencia de la región, sino de todo vallecaucano. El objetivo debe ser consolidar al Valle del Cauca como una región inteligente basada en la capacidad de adaptación a las necesidades específicas del entorno, y el uso apropiado de sus recursos tangibles e intangibles, los cuales deben ser enfocados en alcanzar la efectividad operativa y, por ende, la competitividad de los diferentes sectores y miembros que conforman la región. 10
