Menschliche Migrationen gibt es im Laufe der Menschheitsgeschichte immer wieder, und es lassen sich sogar Belege aus der Zeit vor Christi Geburt finden. Im Allgemeinen kann eine Vertreibung durch die Suche nach besseren Lebensbedingungen oder aufgrund von Verfolgung und Bedrohung ausgelöst werden. Das Recht auf Zuflucht wurde erst 1951 mit der Ratifizierung des Internationalen Abkommens über die Zuflucht eingeführt. Ungeachtet des Schutzes durch das internationale Recht werden einige Arten von Flüchtlingen in der heutigen Welt in den geltenden Rechtsvorschriften noch nicht anerkannt, wie z. B. 'Umweltflüchtlinge' oder 'Klimaflüchtlinge'. Obwohl es für diese neue Art von Flüchtlingen kein rechtliches Konzept gibt, hat sich ihre Konstruktion in den akademischen Gremien verfestigt und wurde vom Umweltprogramm der Vereinten Nationen anerkannt.
